No. The devs said that PS4 and PS3 players won't be able to play with each other.
I don't think that it won't be locked at 60FPS but that some players were asking for a 30FPS option so they put that in.

After 13 minutes in I felt like I had been listening for an hour and a half.
Played several hours of Halo 4 last night. Eh.
It looks great, in fact I don't see Destiny having better graphics, the gameplay is Halo which is impressive given Bungie aren't the devs. It's really high quality too.
But.... it's boring as fuck. I just find myself sighing every few minutes playing this. More than any other series I have ever played Halo is the series that feels like it has changed the least, offered up the least things new, felt like exactly the same game again and again and again. You could take random levels from Halo Reach and Halo 4, mash them up together in a Halo game and I would not be able to tell the difference.
There was a boring 20 minute opening cutscene, a boring escape the ship Halo 1 repeat with QTEs. A boring arena style launch the missle part. Which led to a boring on the planet Warthog bit. It feels like every other posturing, cinematic, QTE laden brofist game and reminds me of why I stopped jumping on board the AAA train as dictated by publishers.
That is how I felt with Halo 3, but with Halo 4 they made the first real attempt at story, with Cortana. The mechanics were as sound as ever, the audio and visuals were great. At times there were lulls, as you would find in any game of that length in the genre, butultiamtely for me it was the best Halo since the first and showed that 343 had a solid grasp of the source material.

I could not give a fuck about Cortana, she's a program, let her die. I don't care if she was birthed with real peoples DNA. All I know is that I have my combat rifle as usual, Cortana is blabbering on about useless nonsense which is just a poorly masked plot thread to shepard you from point to point in the level.
ODST was a bit different. But your coverage on Halo 4 tells me you need to play Haze and Turok PS3...
